Whistleblower Policy

The SSA is committed to the highest standards of honesty, transparency and ethical conduct. This policy provides a trusted avenue for any person to raise genuine concerns about misconduct — without fear of reprisal.

Section 1

Purpose & Commitment

The Singapore Sindhi Association (“SSA” or “the Association”) is a registered society under the Societies Act 1966, regulated by the Registry of Societies (“ROS”) under the Ministry of Home Affairs, Singapore.

SSA is committed to strong governance, accountability and an organisational culture of integrity. This Whistleblower Policy (“the Policy”) establishes a safe, confidential and trusted avenue for members, volunteers, employees, vendors and any other stakeholder (“the Whistleblower”) to report genuine concerns about serious wrongdoing or impropriety within SSA — without fear of retaliation, discrimination or adverse consequences.

This Policy is adopted in the spirit of good governance practice for registered societies in Singapore: accountability, transparency and the protection of anyone who raises a genuine concern in good faith.

Section 2

Scope — Who This Policy Covers

This Policy applies to all persons who have a genuine concern about SSA, including:

  • SSA ordinary and life members
  • Members of the SSA General Committee and sub-committees
  • SSA volunteers and programme participants
  • Employees and contractors engaged by SSA
  • Vendors, suppliers and service providers
  • Members of the general public who interact with SSA

This Policy covers concerns relating to SSA’s activities, funds, personnel and governance. It does not cover personal employment grievances, neighbour disputes, or individual membership complaints — which are addressed separately through SSA’s normal grievance channels.

Section 3

What Concerns Should Be Reported

A concern should be raised under this Policy if the Whistleblower has reasonable grounds to believe that any of the following has occurred, is occurring, or is likely to occur within SSA:

  • Financial impropriety — misuse, misappropriation or fraud involving SSA funds, donations or assets
  • Corruption or bribery — any act that contravenes the Prevention of Corruption Act 1960 (PCA)
  • Breach of SSA’s Constitution or Rules as registered with the ROS
  • Serious breach of SSA’s Code of Conduct by any committee member, volunteer or employee
  • Abuse of position — any office bearer using their position for personal financial or non-financial gain
  • Conflict of interestnot declared or not managed in accordance with SSA’s governance obligations
  • Criminal conduct — any act that is an offence under Singapore law
  • Endangerment to health or safety of any person at SSA events or premises
  • Serious misconduct — harassment, discrimination or bullying of members, volunteers or employees
  • Falsification of records — including membership records, financial accounts or minutes

Note: This Policy is not intended for raising personal grievances or complaints about decisions you disagree with. If you are unsure whether your concern falls under this Policy, you may contact the Whistleblower Officer confidentially before making a formal report.

Section 4

How to Make a Report

Reports may be made in writing or verbally to the designated Whistleblower Officer. SSA strongly encourages Whistleblowers to identify themselves, as anonymous reports are more difficult to investigate thoroughly. However, anonymous reports will be considered where the concern is serious and specific.

What to Include in Your Report

To help SSA investigate your concern effectively, please include as much of the following as possible:

  • Your name and contact details (or indicate if you wish to remain anonymous)
  • A clear description of the concern — what happened, when, where and who was involved
  • Names of any persons involved or who may have witnessed the matter
  • Any supporting documents, records or evidence you are able to provide
  • Whether you have previously raised this concern with anyone at SSA, and if so, with whom and what the outcome was

Section 5

Confidentiality

SSA treats all whistleblower reports with the strictest confidentiality. The identity of the Whistleblower will not be disclosed without their consent, except in the following circumstances:

  • Where SSA is under a legal obligation to disclose the information — for example, where the matter must be reported to the Singapore Police Force, the Corrupt Practices Investigation Bureau (CPIB), or another regulatory authority
  • Where the information is already in the public domain
  • Where disclosure is made on a strictly confidential basisto SSA’s legal advisors or auditors for the purpose of obtaining professional advice

In the event that disclosure of the Whistleblower’s identity is necessary, SSA will inform the Whistleblower beforehand wherever possible.

Singapore law protection: The Prevention of Corruption Act 1960 (PCA) provides statutory protection for informers by protecting their identity and information that could lead to their discovery in matters relating to corruption. SSA will not take any action that would undermine these statutory protections.

Section 6

Protection Against Retaliation

SSA strictly prohibits any retaliation, victimisation, harassment, discrimination or adverse treatment of any person who raises a concern in good faith under this Policy.

Any person found to have subjected a Whistleblower to retaliation will be subject to disciplinary action by the General Committee, which may include removal from committee positions, termination of employment or engagement, or referral to the relevant authorities.

Important: This protection applies only to Whistleblowers who raise concerns in good faith. A person who makes a report knowing it to be false, or with malicious intent, or for personal gain, is not protected under this Policy and may be subject to disciplinary or legal action.

Section 7

Investigation Process

Upon receiving a whistleblower report, SSA will follow this process:

All concerns raised under this Policy — including those that are anonymous — will be logged and considered. The General Committee is informed of all whistleblower reports, except where the report concerns a member of the General Committee, in which case an independent sub-committee or external party may be appointed to investigate.

Section 8

External Reporting Channels

Nothing in this Policy prevents any person from reporting a concern directly to the relevant Singapore authorities. SSA encourages persons who have concerns about criminal conduct to report directly to:

Section 9

Review & Amendments

This Policy will be reviewed by the SSA General Committee at least once every two years, or earlier if required by changes in Singapore law or ROS governance requirements. Any amendments to this Policy must be approved by the General Committee and recorded in the minutes of the relevant General Committee meeting.

This document is adopted by the General Committee of the Singapore Sindhi Association and is effective from the date of adoption. It is a living document subject to periodic review.
